Is it safe to compress an Aadhaar or PAN PDF here?

Why is my compressed PDF blurry?
Very small targets (100 KB for many pages) force lower image resolution. Try the next size up, split the PDF and upload the pages separately if the form allows, or scan at 150–200 DPI instead of 600.
Do they work on a phone?
